Immediately after his death in October 1999, I had opportunity to join a number of dons and other prominent persons at the University of Dar es Salaam to reflect upon the life and aspirations of Mwalimu Nyerere. Coming from a “Property” background, it was only natural that my reflections were on land and property. Eight years later, it seems appropriate to devote attention once again to some ideals, aspirations, attitudes and achievements of Nyerere as far as land, property, and urban development are concerned, and to cast some precaution.
